Yes, via the Hue hub. It can also be paired with some other zigbee hubs (I'm using Conbee) but do a search online to check your specific one if it's not hue.

I would say no as it connects to the router via the Ethernet connector to relieve the wireless workload from your router. If you connect it wirelessly it would still be a drain on the wireless network.

I would say that the Hue bridge would be safe to be used in Singapore though the main things to check are voltage and plug adapters for the power pack otherwise it’s a standard Network plug (RJ45) though you should be able to source one in Singapore

No, it simply control a Philip Hue light or preset room of Philip Hue lights and not any other items. You may need to look at other third party suppliers for a smart switch for your ceiling fan.
